Updates on California’s Healthcare Payments Database (HPD) Program

The California Department of Health Care Access and Information (HCAI) oversees the Healthcare Payments Database (HPD), the largest All-Payer Claims Database in the nation. In this session, HCAI will provide updates on the status of data collection and showcase currently available public reporting products that leverage HPD data. Looking ahead, HCAI will share its plans to analyze dental claims data submitted by dental plans and insurers, with the goal of producing public reports on dental care topics starting in 2027. Attendees will have the opportunity to provide input on potential areas of focus for these future reports, helping shape how dental data is used to inform policy and improve care.

Dionne Evans-Dean brings more than two decades of experience in public health, social welfare, and statewide data governance. She currently serves as the Chief Data Programs Officer at the California Department of Health Care Access and Information, where she provides executive leadership in the development, governance, and oversight of the department’s data collection programs, including the Healthcare Payments Data (HPD) program. She holds a bachelor's degree in Biological Sciences from the University of California, Davis, and a Master of Health Administration from the University of Southern California.

'Alim Beveridge

Cost and Quality Analytics Manager

‘Alim Beveridge is the Cost and Quality Analytics Manager within the Office of Health Information at the California Department of Health Care Access and Information (HCAI). He leads the Cost and Quality Analysis Group, a team of researchers responsible for producing public reports on healthcare quality, cost, and utilization, and health equity using encounter and financial data that HCAI collects from California’s hospitals and other healthcare facilities, and claims data that health and dental plans submit to HCAI through the Healthcare Payments Data (HPD) program. He holds a Ph.D. in Organizational Behavior from Case Western Reserve University, and an M.A. and B.S. from Stanford University.
