Examining California SB 386 from the Payment Industry Perspective

This session is a joint presentation from payment industry leaders, ECHO and Zelis, that will examine California SB 386, which took effect April 1, 2026. The speakers will provide the federal regulatory and California legislative context on using virtual credit cards for provider reimbursement, and will share how each organization partnered with dental plans to continue to deliver compliant payment solutions at scale. The discussion will also highlight lessons learned and future priorities to enhance the dental provider's payment experience.

Matthew Albright has over 20 years of regulatory, political and public affairs experience at the local, state and federal levels. He has tracked and reported on legislation and policy as the Chief Legislative Affairs Officer for Zelis since the company’s inception in 2016. Prior to joining Zelis, Matthew worked at the Centers for Medicare & Medicaid Services (CMS) where he played a primary role in drafting the HIPAA Electronic Funds Transfer (EFT) and Remittance Advice standards and operating rules regulations. Before CMS, he wrote regulations for Washington state’s Health Care Authority (HCA). Albright’s writings on ethics, policy and legislation have appeared in multiple industry and consumer publications.  Art imitates life: Matthew was an extra on House of Cards for three seasons.
